Certifications and safety standards

All LED neon signs and lighting products manufactured by OMINEO Group sp. z o.o., the producer behind the Fabryka Neonów brand, meet the legal requirements applicable to LED lighting manufacturers in the European Union. Below we describe the comprehensive set of directives, regulations and harmonised standards that govern how we manufacture our products — from the basic CE marking, through RoHS and REACH, to the detailed safety standards for luminaires in the PN-EN 60598 series.

Every neon produced at our Wrocław factory is made from components carrying safety certificates issued by accredited laboratories, and each finished product undergoes an internal conformity check before being shipped to the customer. OMINEO Group was founded in 1993, we entered the illuminated-signage industry in 1995, and we have been specialising in LED neon manufacturing since 2015 — over 30 years of experience in illuminated advertising.

CE marking — compliance with EU directives

All our neons carry the CE mark, which confirms compliance with the European Union’s New Approach directives. For LED lighting products, this primarily covers:

Low Voltage Directive LVD 2014/35/UE

Directive 2014/35/UE of the European Parliament and of the Council of 26 February 2014 on the harmonisation of the laws of the Member States relating to the making available on the market of electrical equipment designed for use within certain voltage limits. It applies to all equipment with a voltage from 50 V to 1000 V AC and from 75 V to 1500 V DC — which covers our 230 V AC power supplies. It safeguards users against the risks of electric shock, fire and equipment damage.

Electromagnetic Compatibility Directive EMC 2014/30/UE

Directive 2014/30/UE of the European Parliament and of the Council of 26 February 2014 on the harmonisation of the laws of the Member States relating to electromagnetic compatibility. It ensures that electrical products do not interfere with the operation of other devices (e.g. emit noise affecting radios, Wi-Fi or medical equipment) and that they themselves are resistant to interference from the surrounding environment.

Radio Equipment Directive RED 2014/53/UE (for Wi-Fi-controlled versions)

Directive 2014/53/UE of the European Parliament and of the Council of 16 April 2014 on radio equipment. It applies to our Wi-Fi controllers and the RF remotes used with RGB neons — it guarantees compliance with permitted frequency bands and transmission power.

RoHS Directive — restriction of hazardous substances

All our products are compliant with the RoHS Directive — 2011/65/UE (as amended, including 2015/863/UE), which restricts the content of 10 hazardous substances in electrical and electronic equipment:

  • Lead (Pb) — < 0.1%
  • Mercury (Hg) — < 0.1%
  • Cadmium (Cd) — < 0.01%
  • Hexavalent chromium (Cr VI) — < 0.1%
  • Polybrominated biphenyls (PBB) — < 0.1%
  • Polybrominated diphenyl ethers (PBDE) — < 0.1%
  • Bis(2-ethylhexyl) phthalate (DEHP) — < 0.1%
  • Butyl benzyl phthalate (BBP) — < 0.1%
  • Dibutyl phthalate (DBP) — < 0.1%
  • Diisobutyl phthalate (DIBP) — < 0.1%

In practice this means our neons are safe for both users and the environment — they are suitable for recycling and contain none of the toxic elements present in older light sources (such as mercury in fluorescent tubes).

REACH Regulation — chemical safety

Regulation (EC) No 1907/2006 of the European Parliament and of the Council (REACH — Registration, Evaluation, Authorisation and Restriction of Chemicals) governs the use of chemicals in products placed on the EU market. It requires manufacturers to register substances of very high concern (SVHC) and to inform downstream users of their presence. The materials we use in production (acrylic, dibond, paints, adhesives) are sourced from European suppliers and certified Asian suppliers that meet REACH requirements.

Energy class — EU Regulation 2019/2015

Commission Delegated Regulation (EU) 2019/2015 of 11 March 2019 supplementing Regulation (EU) 2017/1369 with regard to energy labelling of light sources. Our LED neons fall into energy classes A to A++, depending on the specific configuration of color, LED density and controller. Power consumption is 8-14 W per linear metre of lit tubing — comparable to a single LED bulb.

Luminaire safety standards — PN-EN 60598 series

The Polish versions of the harmonised European luminaire standards under which we manufacture our products (PN-EN are the Polish editions of the harmonised EN standards — directly recognised across the EU):

  • PN-EN 60598-1 — Luminaires. Part 1: General requirements and tests. The base standard that defines mechanical, electrical and thermal requirements as well as safety tests for all luminaires.
  • PN-EN 60598-2-23 — Luminaires. Part 2-23: Particular requirements — extra low voltage lighting systems for filament lamps. Covers our neons powered by 12 V / 24 V DC.
  • PN-EN 62031 — LED modules for general lighting. Safety specifications. Directly applies to the LED modules we use.
  • PN-EN 61347-2-13 — Lamp controlgear. Part 2-13: Particular requirements for d.c. or a.c. supplied electronic controlgear for LED modules. Covers our power supplies / drivers.

IP ingress protection rating — PN-EN 60529

PN-EN 60529:2003 — Degrees of protection provided by enclosures (IP code). The IP rating defines a product’s resistance to dust and water ingress. Each of our neons has an IP class matched to its intended use:

Warranty, statutory rights and consumer obligations

As the manufacturer we offer a 24-month manufacturer’s warranty as well as the full 2-year statutory warranty under the Polish Civil Code (for consumer customers). Full terms are described on the Warranty and Complaints pages. We also comply with:

  • Polish Consumer Rights Act of 30 May 2014 (Journal of Laws 2014, item 827, as amended) — with the exclusion of Art. 38 for products made to individual customer specification
  • GDPR — Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 (protection of customer personal data)
  • Polish Act on Providing Services by Electronic Means of 18 July 2002

Striving for further quality certification

The continuous raising of quality and process standards is a top priority for us. As part of our long-term development we are working towards implementing a certified ISO 9001 quality management system and an ISO 14001 environmental management system at our factory. We see these certificates as the natural direction for a company focused on corporate and institutional clients — full implementation is planned for the coming years.

Frequently asked questions about certifications

Will I receive documents confirming CE and RoHS compliance?

Yes. Together with your neon we provide an EC Declaration of Conformity, in which the manufacturer (OMINEO Group sp. z o.o.) declares the product’s compliance with the relevant directives and harmonised standards. For B2B customers we also prepare additional technical documentation on request.

Are the neons approved for installation in hospitality venues?

Yes. Compliance with the PN-EN 60598 standard and the CE mark make our neons fit for installation in public-use venues, including restaurants, cafés and shops. For premises with sealing requirements (wet zones) we recommend the IP65 or IP67 class.

Can I use a neon as a sign in a leased commercial space?

Yes. Meeting the CE requirements and the PN-EN 60598 standards provides sufficient technical parameters. It’s also worth checking local municipal regulations (“landscape resolutions”) regarding permissible forms of outdoor advertising in your city.

Do you hold ISO 9001?

We are currently working on the implementation of ISO 9001 as a development plan. All our products already go through internal quality-control procedures based on the principles of a quality management system, but formal certification by an accredited body is a long-term goal.
